AFTERNOON…

* WHAT…TIDAL OVERFLOW FLOODING.

* WHERE…IN WASHINGTON, SOUTH WASHINGTON COAST. IN OREGON,
CENTRAL OREGON COAST AND NORTH OREGON COAST.

* WHEN…UNTIL 4 PM PST THIS AFTERNOON.

* IMPACTS…MINOR FLOODING, UP TO ONE FOOT ABOVE GROUND LEVEL,
DURING HIGH TIDES IS EXPECTED IN THE LOW LYING AREAS NEAR BAYS,
SLOUGHS, AND THE LOWER REACHES OF THE COASTAL RIVERS.

* ADDITIONAL INFORMATION…HIGHEST WATER LEVEL TIMES WILL BE
CENTERED AROUND THE HIGH TIDES OCCURRING NEAR MIDNIGHT AND
NOON WEDNESDAY. MINOR FLOODING REMAINS POSSIBLE OUTSIDE OF THE
HIGH TIDES DUE TO HEAVY RIVER FLOWS. PLEASE REFER TO THE
HYDROLOGIC PRODUCTS FOR ADDITIONAL INFORMATION.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

A COASTAL FLOOD ADVISORY MEANS THAT TIDAL OVERFLOW FLOODING IS
EXPECTED. COASTAL RESIDENTS IN THE WARNED AREA SHOULD BE ALERT
FOR RISING WATER, AND TAKE APPROPRIATE ACTION TO PROTECT LIFE AND
PROPERTY.

…FLOOD WATCH REMAINS IN EFFECT THROUGH WEDNESDAY MORNING…

THE FLOOD WATCH CONTINUES FOR

* FLOOD WATCH FOR PORTIONS OF NORTHWEST OREGON AND SOUTHWEST
WASHINGTON, INCLUDING THE CASCADE AND CASCADE FOOTHILLS, COAST
RANGE AND WILLAPA HILLS, COLUMBIA RIVER GORGE, WILLAMETTE VALLEY
AND GREATER PORTLAND METRO AREA, LOWER COLUMBIA AND I-5 CORRIDOR
IN COWLITZ COUNTY, NORTHWEST OREGON AND SOUTHWEST WASHINGTON COAST.

* THROUGH WEDNESDAY MORNING

* A SLOW MOVING FRONT WITH A TAP INTO AN ATMOSPHERIC RIVER OF
MOISTURE WILL CONTINUE RAIN THROUGH WEDNESDAY. THE RAIN WILL BE
HEAVY AT TIMES, ESPECIALLY OVER THE COASTAL MOUNTAINS AND THE
CASCADES. A FRONT STALLED NEAR THE NORTHERN COASTS THIS MORNING,
AND THE HIGHEST RAINFALL TOTALS HAVE BEEN OBSERVED IN THE WILLAPA
HILLS AND NORTH OREGON COAST RANGE WHERE AROUND 4 INCHES OF RAIN
HAS FALLEN IN THE LAST 24 HOURS. THE AREA OF HEAVY RAIN WILL MOVE
SOUTH AND EAST THROUGH THE DAY.

* RIVERS AND SMALL STREAMS ARE RISING IN RESPONSE TO THE HEAVY RAIN,
AND MANY WILL RISE CLOSE TO OR ABOVE FLOOD LEVELS TODAY AND
WEDNESDAY. THE HEAVY RAIN MAY ALSO RESULT IN URBAN FLOODING TODAY,
ESPECIALLY IN LOW LYING AREAS WITH POOR DRAINAGE. SATURATED SOILS
MAY ALSO LEAD TO LAND SLIDES.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

A FLOOD WATCH MEANS THERE IS A POTENTIAL FOR FLOODING BASED ON
CURRENT FORECASTS. YOU SHOULD MONITOR LATER FORECASTS AND BE ALERT
FOR POSSIBLE FLOOD WARNINGS. THOSE LIVING IN AREAS PRONE TO FLOODING
SHOULD BE PREPARED TO TAKE ACTION SHOULD FLOODING DEVELOP.

LANDSLIDES AND DEBRIS FLOWS ARE POSSIBLE DURING THIS FLOOD EVENT.
PEOPLE, STRUCTURES, AND ROADS LOCATED BELOW STEEP SLOPES, IN
CANYONS, AND NEAR THE MOUTHS OF CANYONS MAY BE AT SERIOUS RISK FROM
RAPIDLY MOVING LANDSLIDES.

…BEACH HAZARDS STATEMENT REMAINS IN EFFECT FROM 10 AM PST THIS
MORNING THROUGH SATURDAY MORNING…

* WHAT…Sneaker waves possible.

* WHERE…In Washington, South Washington Coast. In Oregon,
Central Oregon Coast and North Oregon Coast.

* WHEN…From 10 AM PST this morning through Saturday morning.

* IMPACTS…Sneaker waves can run up on the beach, lifting or
rolling large heavy water soaked logs which can lead to
serious injury or death.

* ADDITIONAL DETAILS…A Beach Hazards Statement is issued when
sneaker waves create potentially life-threatening conditions
in the surf zone. Caution should be used when in or near the
water. Always keep an eye on the waves, and be especially
watchful of children.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

Remain out of the water to avoid hazardous swimming conditions.

APD is seeking information regarding stabbing at 8th/Astor

On 01/06/2021 at 5:40 PM Astoria Police Department received a report of a disturbance in the area of 8th and Astor St. Officers arrived in the area and found one victim with a stab wound. There were several subjects in the area at the time but were either too intoxicated to give statements or uncooperative. Officers were able to speak with a few cooperating witnesses, unfortunately none of them observed the actual stabbing. It was determined there had been an ongoing issue at the 9th St. Park during the day just prior to the incident. Officers learned that at some point during the day, the victim had been in a physical altercation at the park with individuals that were suspected in the stabbing. Officers learned that just before the victim was stabbed, they were being chased by several individuals on Astor St. between 9th and 7th. The victim was being treated for non-life-threatening injuries at Columbia Memorial Hospital.
