Astoria Emergency Communications to resume operations in Astoria on May 9th, 2022

The City of Astoria has reached the end of the agreement for the combined dispatch center between the City of Astoria and the City of Seaside.  Astoria dispatchers will be resuming operation from the Astoria Emergency Communications Center effective at 6:00 AM on Monday May 9th.  The combined dispatch merger between Astoria and Seaside went into effect in November of 2021 with the goal of increasing staffing numbers for Astoria.  While some progress was made, it will take a few more months to realize the desired minimum number of staff for full operations.  In the meantime, Seaside has agreed to temporarily assign a certified dispatcher to Astoria on a full-time basis until a trainee nearing completion, is released to full status.  Astoria Emergency Communications Center will continue hiring efforts and still needs to hire and train 5 additional staff to meet the center’s authorized staffing.

“As we continue to address our staffing needs, our main priority continues to be to answering emergency 911 calls and managing our emergency responders in the field” said Interim Police Chief Eric Halverson. “In circumstances where our dispatchers are handling those types of calls, there may be delays in the length of time it takes for us to answer non-emergency lines. We would request the public’s patience if that is the case”, he said.

 

Suspect in custody for a spate of arson fires set in 38th Street neighborhood in January 2018

On 03/22/2022 18 year old Preston Powers of Gainsville, Florida was taken into custody in Gainsville, Florida by the Alachua County Sheriff’s Department on a warrant issued out of Clatsop County Circuit Court relating to Arson Fires set in the 600 and 700 block of 38th Street, and the 3700 Block of Harrison Ave. in January of 2018.

Earlier this month, Astoria Police Department received information from the Oregon State Police Crime Lab related to previously submitted evidence.  Astoria Police contacted Alachua County Sheriff’s Office for assistance in following up on the arson cases.  An Alachua County Sheriff’s Detective was able to assist Astoria Police Department with additional information regarding the Astoria fires.  Information gathered by Alachua Detective led to an indictment of Powers on March 17th, 2022 for two Counts of Arson in the First Degree and two Counts of Arson in the Second Degree.

Arrangements are being made to extradite Powers from Florida to Clatsop County.

Chinook Washington Man killed in traffic crash on the Astoria Megler Bridge

On 02/10/2022 at 10:18 PM Astoria Police Department, Astoria Fire Department and Medix Ambulance responded to a report of a two vehicle motor vehicle crash on the Astoria Megler Bridge.  Based on preliminary investigation, a 2003 Mini Cooper operated by 62 year old Stephen Schemel of Chinook Washington, was reported to have been traveling Southbound on Highway 101 operating at a high rate of speed prior to crossing the centerline and hitting a 2000 Ford F250 truck.  Schemel who was not seat-belted, died at the scene.  The operator of the truck suffered minor injuries but was not transported.  Oregon State Police assisted at the scene with a traffic crash reconstructionist.

Astoria Communications non-emergency lines will be down for maintenance on 01/20/2022 From 6 AM – 7AM

The City of Astoria phone system will be down on Thursday January 20, 2022 between 6:00 AM and 7:00 AM for routine maintenance.  This outage will also affect the non-emergency communications lines for Astoria Emergency Communications Center.  The lines will be back in service no later than 7:00 AM.  People wishing to contact  Astoria Police Department may temporarily call  Seaside Police Department at 503-738-6311 during the outage.  If you have an emergency, 911 lines will be in service and operational.

* WHAT…Heavy snow expected. Total snow accumulations of 2 to 8
inches. Patchy blowing snow possible. Winds gusting as high as
35 mph along beaches.

* WHERE…South Washington and North Oregon Coast.

* WHEN…Until 4 AM PST Monday.

* IMPACTS…Expect winter driving conditions with snow and ice
covered roads, and reduced visibility. Travel could be very
difficult.

* ADDITIONAL DETAILS…Locally much heavier accumulations up to 10
inches are possible at higher elevations and more exposed
terrain above 200 ft immediately adjacent to the coast. Snowfall
amounts could greatly vary spatially due to the showery nature
of the snow. Breezy winds in the afternoon combined with falling
snow may reduce visibility at times.

PRECAUTIONARY/PREPAREDNESS ACTIONS…

Anyone with travel plans should stay aware of the latest weather
information, have alternative travel plans, or delay travel if
possible.

If you must travel, be prepared for winter driving conditions
with snow and ice covered roads. If you must travel, slow down,
and allow plenty of extra time to reach your destination. Allow
extra following distance to the vehicle in front of you, and keep
snow chains and a winter survival kit, including a flashlight,
food, and water in your vehicle in case of an emergency.

IF YOU ARE DRIVING AND BECOME TRAPPED IN FLOOD WATER, ABANDON THE
CAR AND MOVE TO HIGHER GROUND ONLY IF THE SURROUNDING WATER IS NOT
MOVING. IF THE WATER IS MOVING, DO NOT LEAVE THE CAR.

EXERCISE EXTREME CAUTION ALONG BEACHES. UNPREDICTABLE AND
DESTRUCTIVE WAVES MAY WASH OVER BEACHES, JETTIES AND OTHER
STRUCTURES WITH NO WARNING. BEACH EROSION IS POSSIBLE.

IN SOUTHWEST WASHINGTON SIMILAR CONDITIONS IN THE PAST HAVE
RESULTED IN SIGNIFICANT FLOODING IN RAYMOND, EROSION TO HOMES AND
ROADS NEAR WASHAWAY BEACH ALONG HIGHWAY 105 NEAR NORTH COVE,
AND/OR EROSION TO CAMPSITES NEAR CAPE DISAPPOINTMENT.

IN NORTHWEST OREGON SIMILAR CONDITIONS IN THE PAST HAVE RESULTED
IN SEVERE EROSION NEAR THE SOUTH JETTY OF THE COLUMBIA RIVER IN
CLATSOP COUNTY, AND/OR FLOODING IN SEASIDE, CANNON BEACH,
NESKOWIN, AND/OR THE PACIFIC CITY AIRPORT.

ON THE CENTRAL OREGON COAST SIMILAR CONDITIONS IN THE PAST HAVE
RESULTED IN SEVERE EROSION IN NESKOWIN AND/OR YACHATS, AND
FLOODING IN LINCOLN CITY.
