On August 11^th, 2021 at 10:35 am, Moe Darling Mcleod, age 57 of Illwaco Washington, was arrested and booked at the Clatsop County Jail on charges of Felony Assault IV, Disorderly Conduct II and Criminal Mischief II, stemming from an incident that took place at Safeway in Astoria on Sunday August 8^th, at approximately 3:51 PM.

The victim in the incident, following some concerning comments from a man about a sticker on her vehicle, began video recording the man concerned that something would happen to her vehicle.  She was then confronted by the man’s wife, Moe Mcleod, who verbally accosted her, then physically assaulted her.  A video taken by the victim was posted to social media and depicts the incident.  Following the posting, the Astoria Police Department has received multiple requests for information regarding the incident.

The victim called 9-1-1 and officers were on scene within two minutes.  One officer contacted the victim while another officer stopped the suspect approximately a block away from the scene.  All parties were initially interviewed regarding the incident, but the suspect was not taken into immediate custody pending additional investigation and collection of additional evidence.  The Astoria Police Department recognizes that the video released is very disturbing.  We thank those members of the public who have reached out with concern for the victim and with calls that justice be served.  Following the arrest, all reports and evidence will be forwarded to the Clatsop County District Attorney’s Office for review and prosecution.

Astoria Police are investigating two early morning break-ins at local businesses. At about 3:09 AM a caller reported hearing a loud crash at Hong Kong located at 2813 Marine Dr. Officers arrived and observed that a rock had been thrown through the glass door. The witness reported seeing a motorcycle parked out front when this incident occurred, and then saw it drive away.

A second call of a reported break-in was reported about 3:56 AM at Sahara Pizza, located at 740 Astor St. Officers responded and found that a rock had been thrown through the glass side door and entry was made. Upon entry, officers also located an ATM that had been tampered with. It is not known how much money, if any, was taken at this time. Witnesses in the area reported hearing glass breaking and loud noises around 2:00 AM. They also reported seeing and hearing a motorcycle in the area around that time.

We believe these events are linked and that the suspect may have been in the local area the day before possibly checking out the businesses.

We are asking anyone who may have observed anything suspicious in these areas at the time of the break-ins or before to contact Astoria Police. We are specifically looking for any surveillance photos or videos that may assist with identifying the suspect or the motorcycle. On 06/04/2021 at 11:55 PM Calvin Proctor, 29 of Astoria was arrested without incident on Coxcomb Road in Astoria.

On 06/03/2021 at 8:52 PM, Astoria Police Department responded to a report of a Robbery that had just occurred at Mini Mart East, 2264 Marine Dr. Astoria.  It was reported that a white male suspect wearing a white bandana on his head, a white face mask, sunglasses and a dark colored jacket entered the store and presented a demand note to the clerk and left with an undisclosed amount of money.   A witness who was in the parking lot saw the suspect run North on 23rd Street towards Commercial Street and then towards the Riverwalk.  The witness identified the suspect as Calvin Proctor, a 29 year old Astoria resident.  Efforts to locate Mr. Proctor have so-far been unsuccessful.  Anyone who knows Mr. Proctor’s whereabouts are asked to contact the Astoria Police Department at 503-325-4411.  

The Astoria Police Department is reminding drivers about the benefits of wearing their seatbelt. The U.S. Department of Transportation’s National Highway Traffic Safety Administration’s (NHTSA) national Click It or Ticket high-visibility enforcement effort is underway.  During the Click It or Ticket enforcement effort the officers of the Astoria Police Department will be looking for and stopping vehicles whose drivers or passengers are not wearing their seatbelt.  As part of these traffic stops, our officers will be working to educate drivers and passengers that buckling up is the simplest thing they can do to limit  injuries or even save lives during a crash.

With Memorial Day weekend, Astoria will see increasing traffic into the summer months.  The Astoria Police Department is asking for your help by always driving safely and wearing your seatbelt. We want buckling up to become automatic for all drivers and passengers.   It’s not only a safe thing to do but it’s also the law.

As of 1:00 PM Wednesday Astoria Emergency Communications non-emergency lines and the City of Astoria phone system is back up and running.

The City of Astoria phone system is down as of 12:30 PM Wednesday.  This is also affecting the non-emergency communications lines for Astoria Emergency Communications Center.  A technician is on site troubleshooting and the lines are expected to be back up no later than 1:00 PM.  If you have an emergency 911 lines are operational.

On 05/11/2021 at about 9:05 AM an Astoria Police Officer was in the area of the 400 Block of W. Marine Dr. when an unknown person threw a smoking metallic device into the center of one of the eastbound Lanes of travel.  The object was charred, metallic and bulging, “all signs that it needed to be treated with caution” said Deputy Chief Eric Halverson.  After a consultation with the Oregon State Police Bomb Squad they determined the safest course of action would be for them to respond, x-ray and recover the object.  Numerous individuals staying in the residence the object was believed to have come from denied knowledge of what it was or who had thrown it.  At approximately 12:02 PM the bomb squad arrived and removed the object from the roadway.  It was further examined at a safe location.  After it had been opened, model numbers and it’s construction suggested that it was a lithium laptop battery that had undergone a reaction.

On 05/08/2021 at about 4:55 PM Astoria Police received a report from family members that 74 year old Maria Rico had gone missing from her residence in Astoria.  Rico reportedly suffers from dementia.   Astoria Police Department was assisted in looking for Rico by the Clatsop County Search and Rescue Team, Astoria Fire Department, Warrenton Police Department and Clatsop County Sheriff’s Office .  A community alert was also put out to Astoria residents, but Rico was not located overnight.

Fortunately  a community member spotted Rico  just before 7:30 AM this morning near Gray Elementary School and notified a Search and Rescue Member that was in the area.  A short time later Mrs. Rico was reunited with her family.
